what programs/settings are people using to get decent Avatars?

i'm tried downloading a few of my own images and some from google images, each time i need to resize them due to one forum or another needing different sizes etc.

however on doing so the size nearly always increases despite the image being smaller, also the quality is always poor.

how is it people on here and other forums seem to end up with high quality avatars yet stay within in the very very low file size constraints?

I use Gimp to resize mine to 80x100 pixels, then upload to photobucket and link it from there in the "Link to off-site avatar" box.

downloaded and installed GIMP, done exactly the same process, resized from 103x103 to 80x80 (size restriction on here) and it's fine, 8kb, Photoshop makes the file 35kb.

time to bin PS me thinks
