My Torc anchor is pretty good. You drill holes into the floor, then drop in a glass vial into each hole which contains a resin. As you screw down into the hole the vial smashes and the resin secures the bolt. Then you hammer a ball bearing into the top of the bolt so you can't unscrew it.

Apparently, this is similar to how they secure the rigs for testing jet engines, so pretty secure.

resin anchors are pretty good, and the bearing hammered in stops someone attempting to unbolt it.

could also use sleeve anchors and round the head off with a grinder so you cant get a spanner on it to undo it
