Up to 14 minors is a pass, as long as you get no more than 3 in one section.
As for what is a major/minor, it's pretty simple.
If you cause another road user to take action due to your actions, you've changed lanes suddenly, pulled out, etc, that's a serious and will fail you.
Whereas doing 35mph in a 30mph zone, then realising and going down to 30mph will get you a minor.
