scooter stored for over 12 months and wont start

i have a suzuki ay50 katana R scooter 2000 on a x plate and has been stored in a warm dry garage not run for over 12 months and now i cant get it to run

i have ignition lights on the bike yet it will not kick up the kick start seems to dislodge does this mean the engine is seized?
if so any help/advise would be helpful

Dislodge? I'm really not sure what you mean by this, do you mean it's like there is no resistance at all? You might have lost compression (in some ways the opposite of an engine seizure).

There is no movement when appling normal pressure and when more pressure is applied the kick start moves into the depressed position but does not return unless forced "dislodged" is just my assumption
