I have a Shoei Raid II which seemed the right size having tried a few on, however I notice that at high speed under wind pressure the mouth guard area is pushed very close to my mouth.

This is annoying and unsafe as I'm sure my face would be smashed by the helmet. The helmet otherwise fits right in that it doesn't move, only way it can is pushing the bottom of the front back.

So does anyone know if buying thicker cheek pads would cure this problem?

Not sure if you can get thicker pads for a Shoei, as I've never owned one. Google.

When trying them out you should also grab the mouth guard and shake it left to right to see if the helmet moves.

From what you've described it sounds like it doesn't fit correctly.

It doesn't move left to right.

You can buy thicker pads, but I just wonder if they would make any difference really.

For about a week until they bed in and it is loose again, if you have already bought the lid then it is worth trying but IME they aren't cheap and do next to nothing to imrove things.

Buy a lid that is tight when new, they all soften up and loosen up a bit. That is the reason I have a £400 AGV sat on a shelf not doing anything, thought I could get thicker pads to sort it but it didn't help.
