Looks like the bag has worn through the outer layer in places. See if silicone spray makes it look any better. May have to get it off and repainted though.

Was your tank bag wet underneath? Sometimes the moisture can cause blushing that will go away once it fully dries up. If the black part is unpainted plastic then it could for sure be discoloration due to moisture. I've had it happen before on plastic/vinyl.

brake fluid or petrol or something thats eaten into the plastic, try some silicone spray or just polish it out.

autoglym resin polish or any really it will take some time getting it out, its normally something thats eaten the plastic.
