Is it the overflow for when you fill the bike up too much, the extra goes into the hole, down a pipe inside your tank and into the rubber pipe hanging off the underside of the tank, all the way down to the underside of the engine.

Well that's what my bike does anyway. If I try to get as much fuel in as possible a little ends up on the floor via the overflow pipe.

it also drains any water that collects so it doesn't end up in the tank
