Write to the DVLA and give a good reason. There is no other way.

Why do you need an address from a registration plate?

You could set yourself up as a clamping company and say that you need to send out a ticket for an illegally parked car, I think the DVLA charge a few quid per address lookup. Of course starting up your own business could take a while. It may be quicker to follow the car/van/bike/whatever home.

The DVLA are Welsh, and as a result, less intelligent than your average Joe, just make up some rubbish as above suggested and they will possibly ask for a small fee before coughing up he goods, remember that your identity is being disclosed if you pay by card, and always be aware that the registered keeper is often not the actual driver.

It's true, the DVLA gave my name and address to a farmer in 2000 because he wrote to them and told them I had trespassed on his land.

He could've been a nutter who wanted to pour petrol through my letterbox, but as far as they were concerned the letter was all that was required (plus the £2.50).

They must get hundreds of thousands of requests in a year. My employer used to do all the abandoned vehicles for a start, then there's all the police enquiries, the clampers, the insurance investigators, the decriminalised council parking wardens etc.

Yep, all requests are logged and a reason for the enquiry is needed now.
