I have a 98' 600 Bandit which is very lumpy on idle.
It is up and down and does not sound smooth.
I have replaced the plugs, oil, oil filter and had the carbs off and cleaned them with carb cleaner. I have also been adding redex to the fuel.
The only thing i have not got round to is repalcing the air filter.
Could this be causing the issue?

Doubtful, sounds like it needs carb balance to me.

it is firing on all four cylinders isn't it?
easy to check by touching each of the headers in turn with a wet sponge or cloth and listening for it to sizzle.
CAUTION:header pipes get extremely hot extremely quickly.

if all four are working then balance your carbs

It is firing fine on all 4 cylinders, yes the headers are all very hot.
i have enquired at my local garage and they would charge me £50 per hour plus vat and it will take them 2 hours to balance the carbs.
This sounds a lot to me, anyone any ideas on what it should be, or am i being tight?

Don't get them balanced until you've done a full service, oil, plugs, valve clearances etc. Balancing should be the last step.
