Just by chance I saw my dads V5 certificate that came through for his new PX60 reg car this morning. Its a new style on and apart from being hideous I noticed a couple of things that boiled my blood and confused me.

The angry bit is that its now an ugly red colour and it says 'European Community' across it Evil or Very Mad BACK OFF BRUSSELS!!!

The second bit is that there is a statement on the front that says 'THIS DOCUMENT IS NOT PROOF OF OWNERSHIP. It only shows who is responsible for registering and taxing the vehicle'

WTF?? How do you prove the vehicle belongs to you then? Do you carve your name into it? If someone came to me now and said 'prove that car is yours' I wouldnt be able to, except for getting a corroborative statement from my dads mate that I bought it off. What a load of bollocks!

Nowadays photo ID is needed so take your driving license with the v5 and that will count as proof I am sure.

It never has been proof of ownership.
If you had your bike stolen and your receive a notification of change of v5 from the DVLA you have to allow it to go through and if you tell the DVLA it's stolen they definitely will accept the change of ownership.
You can then tell the police who may contact the DVLA to get details to investigate.

Perhaps it is the lack of knowledge from people such as yourself that has prompted their warning Smile.

So your saying that the document on its own is not proof and I would have to prove it is me who's name is on the document and then the cehicle would be mine? Thats common sense surely?

Let rant begin!
I am approaching the grand old age of 70 and the DVLA kindly decided that I should have a brand new bright and sparkly licence, complete with my piccy on it.
With the application form came a thick booklet on how to fill in same.
That should have warned me!
First, obtain photo, instructions state, remove spectacles. Great! I'm that short sighted I can't operate piccy machine minus specs!
Get wife to lean through curtain and operate machine.
God! If I look like that I need a holiday!
Get someone who has known me for some years to sign back of photo, done.
Fill in form.
Copy of birth certificate required, fine, find BT.
'As a birth certificate is not proof of identity one of the following is required!'
THEN WHAT DO WANT THE BIRTH CERTIFICATE FOR?

so you don't want it to be accepted in the EU?

You don't want access to European Markets?

You don't want freedom of movement, so that you can go and live, work and play in any EU country?

you want more barriers to travelling touring on your motorbike?

You don't want to speed past French and German speed cameras while giving them the finger and get away with it? Very Happy

And I don't want Euro Ministers telling me what I can or can't do.
The assumptiom that membership of the EU is necessary to obtain your list isn't so, check Norway for example.

The document is nothing to do with ownership. That's why insurance documents often says 'owner and registered keeper'.
Ownership is the same as with most items you could own, such as an expensive watch or similar - receipts, other evidence could be used.

I think you're supposed to get a signed reciept from previous owner.
Seems daft though, I'd need a string of 10 little pieces of paper going back to the first owner.

I think V5 along with photo ID is enough for most cases.

I just had to renew the picture on my drivers licence as they only have a 10 year lifespan (DVLA scam, moneygrabbing sods) and got it all done at the post office. They took my picture, got me to sign a little pad thing and it all gets sent electronically to the DVLA. No faffing for me, no getting someone else to sign the back of my picture. Cost £4.50 extra but I saved cash on getting my own picture taken and the postage so I guess im quids in.

Anyway, yes I have seen those fugly new V5 documents. I thought the whole point of them was to make it harder to forge. Do they have watermarks and snazzy stuff like that on there?

Nice idea Waffles but if you look at my location you'll see I live in the sticks. Our local post office still sells penny blacks.
The up side is no speed cameras, not even traffic lights!

I had to use their website to find my nearest PO that did it, my local one is closed most of the time and teeny tiny.

The system is also simpler for a renewal of a picture license than for a first one, which mine was.

There is a legal interpretaion of the V5 that says it registers you to be the registered keeper of the vehicle and so responsible for all costs such as paying road tax etc, but that it also legally means that in return for being able to use it on roads, the legal owner becomes the government. Which is why they can take it away from you if they want.

So when you are selling a vehicle, you just sell the right to use it and pass on the responsibilties to pay taxes, charges fines etc levied by the government on the registered keeper.

I have a copy of the old v5, and it clearly says registered keeper ( the registered keeper is not necessarily the owner ) in section 5.

Its a contract that you have to sign to be allowed to use the roads. You enter into an agreement with the government to accept their charges fo using their roads.

It's treated as proof of ownership by vehicle owners, as its difficult to make use of a vehicle for which someone else has the responsibility of paying charges on.

Usually when you sell a vehicle, you do so on the basis that the person buying it from you, will not only take the vehicle but take the responsibility of paying any charges for using the vehicle on the road network.

It would be perfectly possible to buy a vehicle, and have the previous owner remain responsible for all charges for using that vehicle on the road but not many people would be willing to pay for someone else's charges.

An obvious example is when you have finance against the bike - the finance company owns it, but because you are the one riding it, it's you that gets the V5.

Far as I see things, i'm English not European.

We're an island which happens to be close to Europe which is full of Europeans. Other countries call us British and this island is full of Brits. Not Europeans.

I'm an Englishman living in Wales, but there does seem to be tendency amongst our 'superiors' to ram Europe down our throats.
When I retired I was met with a blizzard of government forms, many of which asked my ethnicty, quite what that had to do with a state pension I'm damned if I know!
Many forms listed such as Afro-Caribean, British Asian etc but no box to tick as English.
I simply crossed through them all and wrote 'English!'

They had to change the V5 to make them harder to forge, plus there are still hundreds of thousands of stolen blue ones in circulation. It's going to take a fair while before all these are got rid of though!
