Sorry people, I haven't seen this posted elsewhere here and haven't been on enough to check every last place Laughing but seen this tonight:

They've released the new one to set it apart from the blue ones. There are nearly a million stolen V5Cs somewhere, many of which have now found their way into circulation. This is an attempt to flush those out and get rid of them.

On a side note the bright red colourscheme looks awful.

Sorry, but just a simple question!

So, you do all the checks like the frame numbers etc. and you are happy that the V5 is all ok, how do you check that the person on the V5 is the legal Owner?

Obviously I know about HPI checks etc. so it's theoretically 'easy' to check that the vehicle is not on finance, but how do you check if the V5 is NOT the ownership evidence?

Well are you at the address where the V5 is registered ? Can the person prove that they lived at the address on the V5 if its diffrent. Can that person present any docs that show they live at the address, such as a utility bill or benifit letters to confirm name and address.
Get them to show photo id. Most people now have photo driving licence if they are riding/driving. If not passport.
At the end of the day. You can never be 100% sure, but using your feeling you can usually tell if all is Ok.

You could always ask round a few neighbours about the intended purchase.

Everyone forgets one thing when they worry about the registered keeper not necessarily being the owner.

If a vehicle is financed or leased, it will be registered to its driver but the finance company owns it until it's paid for. But the keeper is still liable for taxing, insuring and MOTing it, not the finance company. Tonka mentioned it, a HPI is a good way of finding out if the finance company is the owner.

In the vast majority of cases, the keeper and owner will be one and the same person.

This is part of the fucked up system that never actually lets you own your own vehicle and what lets the plod use their confiscation powers to take a vehicle off you if needed.

" From 15 August 2010, DVLA will be issuing a revised version of the V5C to anyone who registers a new vehicle or notifies DVLA of a change of keeper, address or of any vehicle changes.

The revised V5C is a different colour (red) and makes clear that the V5C is not proof of ownership.

If you still have the blue version of the V5C, you don’t need to do anything – it’s still valid until DVLA issues you with the redesigned version (red). "

It's exactly that, not yours, ever.
