I personally use a combination of Adobe Acrobat 6.0 I got off ebay for £10. I also use NitroPDF creator costs £48.95 if you buy it through this link you'll feel violated by the 27% VAT though as it is a German company.

Nitro PDF is fairly good, it can do most of the things you want, password encrypted PDFs, smart links and although I've not figured out how it can create those smart pdf form things.

However typing long things out in nitro is a PAIN, so you should type things out in word THEN convert them copy and paste over instead.

Its not for creating pdfs - we use CutePDF for that.

Its for modifying existing ones.

I've got a couple of copies of Acrobat 5 knocking around somewhere.

Up to date versions of Adobe are silly prices.
