I have messages in my outbox which havn't gone to my sent box. DOes this mean they've not been delivered? If not why not?

It means the recipient hasn't read it yet, thats all.

It takes a while for them to go through into the sent folder.

A few times, in the past I got confused by this and resent messages as they werent down as sent, so I wasnt sure I'd sent them.

The people then wondered why I had sent the same message twice.

Nah they are sent when the other person opens the message, it is why you can delete messages if they remain unopened in the outbox which is why a somebody complained about emails saying they had a PM but finding they didn't have one
