Those drain holes (small holes between the fake cooling vanes on either side) drain the sparkplug recesses.
So, coolant is leaking into your sparkplug recesses.
Have you had any work done on the engine recently (eg, tappets checked)? If the rocker cover has been removed for any reason, it necessitates removing two steel coolant pipes which pass down through the rocker cover first.
If you don't fit a brand new o-ring round the end of those pipes when you re-fit them, they will leak coolant into the sparkplug recess which in turn comes out of those drain holes.
In any case, if you remove the tank, it should be obvious where the coolant is coming from, there is a very small area it could be leaking from to land up in the sparkplug recess. It will be coming from around one of those two pipes, where the rubber hose joins those pipes or from a split in the rubber hose.
