A blue reflective sticker is only illegal if you use it on the rear of a vehicle. Like this

You, along with everyone else is entitles to use reflective material to make yourself safer.

You're not allowed blue retrofeflective material at all on anything other than an emergency vehicle.
I loked into it in detail. It's in the Euro construction and use regulations (well buried).
You're only allowed white on the front.
