I knew a guy who had some wind up thing for testing circuits. He'd messed with it and it was kicking out about a hundred thousand volts (but obviously 0.0000001 amps or something), anyway he'd get people to touch it and scare the holy shit out of them

I once touched a capacitor connected to a camera flash... that was in the kilovolt range and bloody hurt!

It's the same principle as an electric fence to keep livestock in.
You make high volts but low amps (R=V/I ) comes to mind.

It isn't without risk nonetheless if someone were to be shocked when they had an underlying heart condition for example.
Holding the wires in both hands the current will flow through the upper body.

i used to work in the print and to dry the ink instantly, they use 6ft long uv lights that are powered by a bank of capacitors up to 2500volts, these ones didn`t have discharge resistors on them and i accidently touched one of the terminals while i had hold of the frame and got an 1800v shock up one arm across my chest and down the other, hurt like f**k and put me in hospitel over night so seeing this sort of thing makes my skin crawl,
