Accident on the M62/A19 junction (M62 J34) tonight.
Looked like one car went round the wrong way and head on collision with another. Don't know about any injuries/fatalities. The junction roundabout effectively blocked.

Traffic being diverted from northbound A19 onto M62 westbound. Not usually a problem. Except I'd gone to work on the missus' Vespa LX50 and now needed to go around the junction home onto A19 north!

Highways agency guy was directing me onto the motorway. Ok, he wasn't to know it was a 50cc. However, the L plate stuck to the front should have been a bit of a clue. I didn't really want to go onto the motorway and end up killed/injured so rode forward through his roadblock.

Took me explaining bike not allowed on motorway before penny dropped.

Eventually police oked me wheeling it around on the pavement bit and rejoining to get onto A19 north.

I'm still annoyed some 3 1/2hrs later, this muppet was on autopilot and effectively going to put me in danger. If these people must be used because there are not enough police then (a) can they be trained (I would say to a higher standard, atm I'd settle for trained) (b) engage common sense.

I'm thinking at the moment they're glorified PCSOs. If you've come across my previous posts you'll know I don't hold them in high regard either!.

Rant over.

Now going to try and wind down.

The Highways agency are a million miles below PCSOs, they're glorified Neighborhood watch members.

I cannot beleive that I pay the wages of those over-fussy, under-trained morons who essentially have no power at all.

Say what you want about good cops and bad cops. There is no such thing as a good Highways Agencies officer. They're incompetent, holier-than-thou fuckwits with less of an idea of how the highways work than your average motorist.

Whenever I hitch places (fairly often) I never fail to end up speaking to some self-righteous prick in a BRAND NEW £90,000 LAND ROVER I PAYED FOR, reading me my rights about where I can and can't stand, and often whether or not hitching is illegal altogether Shocked

Without fail I am always in the right, and always out of the illegal places to stand, because it's dangerous and nobody would stop there anyway.

Even if I was in the wrong place, what could they do? They can't move me, they can't subdue or arrest me, they can call the police though. Oh right, so exactly the same as the general public then Rolling Eyes

Apparently the Govt. is going to make cuts whether it's neccessary or not, the first thing that should be cut to a hundredth size is the Highways Agency.

There was an accident on the East Lancs one morning, so they closed the whole road and diverted everyone on to the motorway here: https://tinyurl.com/eastlancs

I got halfway up the slip road before realising, and had to pull over. Went back to explain to the policeman who hadn't realised I was on a 125 with L-plates (and didn't seem to know I wasn't allowed on there) and he just told me to get on the path and wheel it back down the pavement. Took me fookin' ages, as all the cars were whizzing past and the kerb is massive. Didn't offer me any help or slow the traffic down to let me turn it round, the bugger. Saw a little 50cc scooter have to do the same, no idea how he got it up the kerb.

Trouble is they do have power in a not nice jobsworth sort of way.

They've actually amended to law so it's an offence not to follow directions given be highways agency staff (used to be just uniformed police officers + IIRC genuine old fashioned traffic wardens, not the revenue collectors councils employ).

So I was breaking the law by not following his directions and would have broken the law going onto the motorway.

Would have been an interesting court case.

Very Happy Thumbs Up

Its also the law that you must pull over if they direct you to do so. They can then check you vehicle, if they arent satisfied with its legality you have to wait whils they get a VOSA bod or Police bod to come and confirm their findings and sting you for it.
If you just ride away, its effectively the same penalty as not stopping for the old bill Thumbs Down

Then you ask for a deferred inspection, schedule 2 of the road traffic act 1988.
More info in this thread (clicky).

this isn't quite right they can ONLY stop vehicles that are not safe to be on the road be it overloaded or with an insecure load

they can't pull you over to check you're legal there has to be an obvious danger to allowing you to continue

To be honest though, if you don't do what they say, what are they going to do? Call the police.

By the time the police get there you could have got a lift or if they're trying to pull you over just fuck off into the far distance.

No, passed DAS years ago. It's just a borrowed it in a hurry and didn't have time to put the tape across them like I normally do.

That said, not sure what the offence is for driving with L plates if you don't need them (having seen plenty of cars being driven with them on with only 1 driver).

However, L plates or not, 49cc vehicles aren't allowed on UK motorways.

Thumbs Up

That's what I thought, they couldn't do you for being a learner on a motorway, but they could do you for the 50cc limit. Saying that I don't know if it's an offence to display an L if you are not a learner.

Might be, but surely not as severe as the other way around.

Hi

I thought it was an offense but the highway code lists it as a "should" rather than a "must" which suggests displaying them when a full license holder is not an offense.

Years back Stirling Moss got caught for riding a moped on the motorway.

All the best

Errr, yes they can.
Car/bike learners can't use motorways, only allowed when test passed.
However, LGV and PCV learners can use motorways.

From Highway Code. If you hold a provisional licence then you're a learner!...
Highway Code wrote:
Prohibited vehicles. Motorways MUST NOT be used by pedestrians, holders of provisional motorcycle or car licences, riders of motorcycles under 50 cc, cyclists, horse riders, certain slow-moving vehicles and those carrying oversized loads (except by special permission), agricultural vehicles, and powered wheelchairs/powered mobility scooters (see Rules 36-46 incl).

Also from Highway Code clarification of those L plates...
Highway Code wrote:
Vehicles. Any vehicle driven by a learner MUST display red L plates. In Wales, either red D plates, red L plates, or both, can be used. Plates MUST conform to legal specifications and MUST be clearly visible to others from in front of the vehicle and from behind. Plates should be removed or covered when not being driven by a learner (except on driving school vehicles).
