if i wanted to learn to drive and passed my car test would i have to get another provisional licence? and my dad has a suzuki sv1000 would that be alright restricted to 33bhp?

you wont need another provisional license, afaik provisional contains both motorcycle and car categories on it.

and the SV1000 produces 120bhp as stock (according to wikipedia). It would flounce and die upon restriction.

So you want to learn to drive or to ride?
A full car / bike licence usually counts as a provisional for the other. You'd have to do a CBT before being allowed on the road. An SV1000 is 120bhp, and can be restricted to 33bhp, but it would be like restricting you to using just half of one of your lungs. It's going to be cack.
