stolen and recoved piaggio nrg problem

i have just bought a stolen and recoved nrg,,its the first scooter i have ever bought

the bike starts up fine and runs fine

the problem is none of the lights work or horn
it dose not have a ignition because thats how they stole it

when i get a ignition would the lights or horn work?
