I know the ones you mean, the cheap as f*ck ones you can get off the French markets... I have never seen them sold here which is a shame.

EDIT: I think they are called firecrackers, and a bit of a google would suggest they have been banned due to cuntish chavs throwing them at old biddies and putting them through letter boxes.
