Hi, I Have A Piaggio NRG 2003.
I Went Out Today To Try Start It It Wouldnt Start So I Called Out RAC Breakdown He Did Few Checks And On The Customer Assistance Report He Wrote:

Suspect Carb U/S Bore Filling With Fuel After Turning Engine Over For 4-5 Seconds Then Locking Up.

I Just Want Other Opinions On It Before I Go Buy New Parts Any One Know What It Could Be?

If the throttle bore is flooding this would suggest the float chamber valve is stuck open. You would be able to verify this if petrol was flowing of of the float chamber over flow pipe.
If it was then best guess is that this is your problem.
Mixture way to lean as a result of chamber overflowing.

If there isn't any petrol flowing out of the overflow pipe and the plug is wet smelling of petrol, then it's likey to be an electrical issue.

From What I See There Was Petrol Coming Out Everywhere It Could It Was Coming Out The Carb And Overflow Pipe Also When He Was Trying To Start The Bike Within 4 Seconds It Would Just Lock Up And You Take The Spark Plug Out Its All Petrol Asif The Petrol Is Rushing To The Spark Plug

take the carb off and strip it down.... should be easy enough.

Make sure everything is moving properly in there (give it a damn good clean with carb cleaner) and try again.

yeah make sure the needle valve is clear, blow down the petrol intake whilst gently raising float with finger untill you can no longer blow through the petrol intake. Give the valve and jets a good blowing out and wash the float chamber which may be full of gunk.

You will/may need the measurement to set the float height properly.
