Good weekend base in Wales?

May be looking at either a 2 day or 3 day trip to Wales. Whereabouts is a good base in Wales for the best riding roads Wales has to offer, and can anyone reccomend some great riding roads in Wales?

We'll be looking for as cheap accom as possible, likely a hostel or something similar, but if anyone recommends a good region as a base then I'm sure we can find somewhere cheap.

Rhayader is a nice little town with several bike friendly hotels, a campsite, and loads of pubs. Plenty of great motorcycling roads around and about there.
