But he's not intending to ride outwith the terms of his license, assuming that he can find a way to get the bike to the test centre.
A provisional license (validated by a CBT) entitles you to ride a 125 <=11kW unaccompanied, but not unconditionally: to comply with your license, you must display L plates.
Similarly, the very same license also entitles you to ride any bike, but only when displaying L plates, and either accompanied by 'a certified direct access instructor' and wearing a hi-vis, or when taking a test[1].
It's no more or less legal to ride a GSXR 750 on provisional entitlement than it is to ride a 125, or a training school's ER-5, as long as you comply with all the conditions of your license. Heck, you could legally train or take a test on a Hayabusa on a provisional.
In practice though, you may struggle to find an insurer who'll want to touch that combination of license and bike. Still, it's worth banging it in to a few web sites - you may get one who will take it on, wittingly or otherwise. There's certainly nothing illegal or unethical about trying.
[1] Motor Vehicles (Driving Licences) Regulations 1999 Section 16. Interestingly, while on test, there's no requirement to wear a hi-vis, although you'd have had to wear one on the trip there if you ride under instruction. If you're feeling fruity, you can print off Section 16 and argue the toss with the DSA examiner, to put the oik in his place. ____________________ Biking is 1/20th as dangerous as horse riding.
