You are thinking of a Body Farm, it's a place for Forensic Anthropologists to determine facts about the decomposition of anything, from flamingos to humans.

There are currently five in the U.S.A. and yes one is in California, however, they do not leave bodies outside. They have rooms set up that can emulate being outside.

^I seen one of those places (obviously not real) in an episode of "Bones", I did think to myself "could they be real?", never followed it up though. I'm assuming they would have been. Pretty nasty but interesting. I don't know if I could stomach being in one of those "farms" though (alive of course).

I'm happy in front of the screen with an episode of Bones, or behind the pages of a Kathy Reichs novel. Laughing Clean, odourless, and I can with good probability enjoy eating food rather than bringing it up.

I think Stephen Fry visited one in his taxi trip across America, pretty sure the bodies were outside under tarps in that one.
