mbk ovetto fuel and idle problems

The bike has been standing for a few years so fitted some new parts and got it running

The first problem is the bike won't seem to start unless i spray some carb cleaner down the inlet. I've put fresh fuel in it, a new fuel tap on it and iv cleaned the pipe's and carb but to no joy.

The 2nd problem is when i get it started it ticks over fine but when giving it a twist of the throttle the rev's shoot up and hold there for a minute or two then settle back down

Any answers would be great

try lubricating the throttle/choke cable(s) and check the cable routings.
