So, I took a cheeky right hand turn to avoid one of the interminable one way systems round Euston way, and got picked up by CCTV.

I decided to take a punt and took it to the tribunal (hoping they'd drop it, which they normally do) on 3 grounds - signage, evidence and paperwork.

The first was a blatant punt (although not strictly meeting the road traffic signage manual, the arbitrator ruled that there was nothing that rendered the signs confusing or misleading), the second might have worked if it was 'beyond all reasonable doubt' (there was a 30 second pan in which I was out of shot) and finally, an absence of a signed statement from the CCTV operator.

Camden, at least, appear not to routinely submit a statement with the PCN and that, in my case, was enough to get the penalty dropped - they didn't supply it in the bundle of evidence for the tribunal, or for the initial complaint.

Whether they need to supply it in the first instance, or simply at some point in the process is unclear, but if you're caught in London and it's not supplied in the first instance, or after you make your initial representation, then it's certainly worth contesting it.
