Hey there,
First of all, welcome to the forum.
Do you want me to give you real advice? Or do you want me to give you the advice YOU want to hear that you've already set your mind on? I'll give you some real advice.
Don't get any of those, they are mopeds which are horrible to ride, massively slow, boring to ride, sound awful, look awful and have a stigma attached because 99% of moped riders are dicks with absolutely zero riding skill at all. They don't really teach you a lot as they are so different from almost ever motorcycle bigger than 51cc.
If I were you, I am assuming you are still 16 here, I would suggest you getting something like a 50cc supermoto/enduro or at a push a 50cc GEARED motorcycle.
A 50cc supermoto/enduro bike (can be picked up from £500-£1500 and they all look roughly the same just different manufacturers), you will learn a lot more riding this as it's geared and more like a 'proper' motorcycle, not only that but it's MUCH more visible than a moped on the road making it MUCH safer as you're more likely to be spotted by other roads users, plus you'll be much more respected by other road users. They look like this:

Secondly, you could get a geared sports replica like an Aprilia RS50/Derbi GPR50/TZR50 etc, you can pick them up from around £800-£1500 and look like race bikes, are geared, sound a little bit better and as above have more road presence so are safer on the road and will teach you a lot more than mopeds, they look like this:

They are also many other types if you are willing to look all around the same price of mopeds and around the same insurance price.
However, if you are CLOSE to being 17 I would highly suggest waiting until you are and buying a 125cc motorcycle as they are a bit more powerful (up to 14.6bhp) compared to the 2-8hp you'll get from a 50cc.
Furthermore, you CANNOT CARRY A PILLION PASSENGER ON A PROVISIONAL LICENCE. It is ILLEGAL and you will get points and a fine for it so you can forget about that unless you'll be doing it on private land and private land ONLY.
I also assume you know that you must apply and buy your provisional driving licence and once you have gotten that you MUST TAKE YOUR CBT and gain your CBT (DL196) Pass Certificate, THEN and ONLY THEN can you ride a 50cc motorcycle on the road at 16 PROVIDING IT IS INSURED, TAXED AND HAS A VALID MOT.
As for four stroke vs. two stroke, two stroke motorcycles have a seperate oil reservoir which must always have two stroke oil in it, this is what lubricates the engine as it is mixed with the fuel during combustion. This and the design of a two stroke (higher design tolerances) mean it is generally (around 20%-40% at a guess) more expensive to run than a four stroke motorcycle which only needs oil changes every few thousand miles. Also, two strokes at small capacities like 50cc/125cc have a higher power to weight ratio.
I hope that helps you and I hope you listen, cheers. ____________________ "Four wheels move the body, two wheels move the soul."
