Yes it will work especially if the bolt is a good fit. Steel would be better than stainless and thicker wall would have less tendency to crumple at the end. One thing to consider is the size of the hole in the hub that it passes through. If say you have a 15mm OD spacer tube in a hub with a 30mm though-hole, when you remove the wheel you might find the spacer drops out past where you can get the spindle back through it. To prevent this a couple of discs should be attached to the spacer to keep it somewhat central.
I have three meter-lengths of heavy walled ally tube here that would make nice wheel hub spacers if you need some. ____________________ a.k.a 'Geri'
