I was thinking about ifnishing this insurance year on my bros then getting a 600-750 then restricting it with a pin in the throttle..
My question is, can i do the work myself ( 10-15 minute job)
or does it have to be done by a qualified money grabber.
Also is it legal?
Im going to asshume my insurance company will ask for proof of <33bhp so ill have to get it dyno tested.
Pretty sure at H's they do free dynos at special events?

Of course it is legal.
No matter what method you use to get the bike to produce 33bhp, it is legal. The legislation says nothing about the method just that it cannot have a net power output of more than 33bhp.
Although, you would have to do a fair bit of playing to get that to work correctly. You'd have to get it dyno'd, then mark the point to drill it, then drill it and dyno it again which will be a right pain.
Plus, that won't rev at all. It will be horrible.
Do what everyone else does, if you are getting almost any 600/750 then you will be able to get either:
A) Washers to go into the carbs.
B) PROPER Throttle stop and air inlet blade to restrict air flow.
C) A restricted ECU that changes the ignition timing to reduce the power.
The first two will be anywhere from £0-£100, the third one will be fairly expensive but unless you are getting a more modern one (read: 2002+) then it is likely to be doable via. inlet blade and proper throttle stop or just carb washers. THEN you can get it dyno'd.
It's going to be in there a fair while anyway so just do it properly and then when you are finished sell it on eBay or similar for nearly the price you paid for it as restrictor kits for any 600/750 bikes are always sought after.
Also, if a part says "For Racing Use Only", that means you can't use it on a roadgoing bike, FYI. .

All I've done on my Fazer is put a crimp on the cable similar to what you are trying to achieve.
