i followed up on a few of these couple of years ago (had a lot time on my hands at the time).... you can get them to to visit the moneygram/western union bank/agent at least 3 times no problem
first mistakenly give them wrong number so they have to go second time, then send them a photo-shopped receipt for the 3rd visit...( templates can ne found on the web)

Can't find the mails but I went as far as sending him mails (via disposable addresses) pretending i was a manager working for moneygram in the states and had him send his ID card to me..

Then, as the moneygram manager, i called him and told him everything was finally resolved and money could be collected at a certain bank only to send him email 30 minutes later saying the transaction had been cancelled by 'me' due to the lengthy delays

I almost felt sorry for the guy, he must had thought he had 3000 euros in his hands so many times
