I need a couple of tyres for for the missus car for the mot the tyres that are on it at the moment are 175/65/14 and i guy at work said he had 4 new tyres that are 165/65/14 going cheap.

I don't really do cars much so the question is will they fit. The cars a 97 honda civic by the way if that helps at all.

unlikely, you will probably be running on the minimum tyre width

175 is the width in mm of the tyre
65 is the ratio of tyre width to depth as a percentage
14 is the rim size in inches

So the 166/65/14 tyres *may* technically fit but will probably be too thin.

Also worth noting is that as the ratio is 65 for both tyres and one tyre is 10mm wider than the other, fitting the smaller tyre actually decreases the radius of the tyre by 6.5mm and the circumference by 2*3.14159*6.5 = about 41mm.

Technically, your car will be geared lower which will improve acceleration and decrease top speed. It will also make your speedometer read low.

No idea why tyre sizes involve both metric and imperial units, but that's just what we do in Blighty eh. Winter temperatures in celcius, Summer temperatures in farenheit etc.
