I'm 98% certain a 1983 Tomos does not have oil in the forks, therefore it has no oil seals to be leaking.
It has greased springs and a dust seal over the top.
I had this exact argument with an MOT tester over my Tomos many years ago. He failed it on leaking fork seals, I said it didn't have any and what he was seeing was grease on the stanchion. He didn't believe me, I got cross and told him I expected him to know what he was doing before settng himself up as an MOT tester, he said he'd been MOT-ing bikes for 20 years and I should watch my lip, I told him he'd better phone the Tomos dealer and ask them before he dug himself a deeper hole, he stormed into the office and came out 10 minutes later with a pass certificate. pokerface.jpg
So. Check in your manual that this is the case. Take the manual with you to the MOT and show it to them before they start because there aren't Tomos dealers to phone any more. I'd put it along the lines of: "I'll just point this out to you because it's unusual and people keep failing it on leaking fork oil seals. This bike doesn't have oil in the forks and doesn't have oil seals as you can see here in the manual. What you're seeing on the stanchions is grease to stop them rusting."
