Assuming that your main concern was puncture protection and everything else (dry performance, wet performance, etc) was a secondary concern, what tyres would be top of the list?

TBH I don't think there is one. Unless you want those moon wheel things like this:

https://www.whatsthelatest.net/miscellaneous/flat-tires/

You should merely pay attention to where it is on the road that you ride. I.e. don't ride in the gutter where all the dirt is or ride in the wake of traffic islands and traffic lights as that is where the crud which breaks your tyres happens to be.

Also ride in the wheel tracks/troughs of other cars instead of behind their number plate. As if there is any crud in the road it will go into the tyre of the guy in front. Same with any other debris like bricks. While if you ride in the middle of the lane. There aren't many tyres going over it to clear it up for you.

Though beware as headlamps are aligned with the wheels partially, if you ride in such a manner you many simply 'vanish' at night as your headlamp merges with that of the car behind you. Leading to SMIDSY. (Shake the bars to generate movement and make people at junctions think hey a car can't do that)

Ones with some form of puncture sealant in them.

You can also get tyre balls for moto-x bikes which have a series of individually inflated spheres instead of an inner tube.

I did the 2010 Round Britain Rally on my 350 Bullet. 89 landmarks, 3 months, 9,500 miles.

Beyond something with a sealant they are all pretty much the same, I suppose you could argue those with the thickest rubber/deepest tread are less likely to puncture from small things but I doubt it makes a real world difference.

Or 'mooses' which is a single solid tube of foam. Nothing to inflate, so can't get a puncture.

For tyres themselves, I reckon these would be a good call:

But, err, usefully - don't think there's a massive difference. Don't really see people trying to make puncture resistent tyres like on push bikes.
Think Avon do/used to offer a free replacement on some of their tyres if you get a puncture in the first x thousand miles.
Probably because they know you'll have crashed due to their lack of grip before it happens anyway, so be scraping the bike Smile.

For a trip to Morocco many years ago(pre Ewen/the other one) I used Michelin Desert tyres on my Africa Twin, plus heavy duty tubes and rimlocks in case of running low pressures.

I managed 3,000 miles over sharp rocks, gravel, mud, motorways, sand etc, sometimes with only 10psi in them.

I got a puncture half a mile from home at the end of the holiday. I had used a green lane on the way home as I knew I wouldn't have knobblies on again for a while. Someone had had a bonfire across the track and inside was a large nail/screw that used to hold a pallet together.

Those Michelins are so tough that I never realised (they weren't even flattening out much) till I tried to take my young son to school the next morning. I rode about a hundred metres before I thought something was wrong and turned back.

He got a day off school and helped me swap back to my road tyres.

They do on some tyres.
But you can only use it once..... So best not buying pairs.

Managed to get a free one out of them. Did just over 1K on the tyre before a nail decided it liked my tyre...... Only just made it as it works on tread left in m/m

Note that heavy duty tubes can be more likely to puncture in faster stuff due to heat build up. Guess that's what happened coming down from Scotland.

I think I actually did two hours of an enduro with a flat front tyre (or at least a decent proportion of it) - rode ok, but as you might expect the inner tube had numerous pinch holes.
Tyre with strong sidewalls help.

With the 'tubliss' system you can run enduro tyres down to around 5psi ok - whole thing acts as one big rim lock and no innertube so can also run them flat without too many issues.
