Doesn't the law require the passenger must be able to rest feet on pegs?

Which could be said to be built into the baby seat.

Suspect it would be a long and expensive legal case to prove things either way.

All the best

I didn't find it, I took it. Whoever it was pulled up while I was having a filling done. When I came out it was parked there. Took a photo in case it was the anaesthetic making me see weird things.

No helmet would fit and a kid in that chair initially has a weak body anyway. It's like getting someone with brittle bones to play Wipeout USA Laughing

The lack of L plates is worrying, but maybe they're just transporting the kiddie seat around. Yes, that's probably it. Praying

RTA 1988 Section 23 wrote:
Restriction of carriage of persons on motor cycles.

(1)Not more than one person in addition to the driver may be carried on a motor bicycle.

(2)No person in addition to the driver may be carried on a otherwise than sitting astride the motor cycle and on a proper seat securely fixed to the motor cycle behind the driver’s seat.

(3)If a person is carried on a motor cycle in contravention of this section, the driver of the motor cycle is guilty of an offence.

The Motor Cycles (Protective Helmets) Regulations 1998 wrote:
Protective headgear

4.—(1) [...] every person driving or riding (otherwise than in a side-car) on a motor bicycle when on a road shall wear protective headgear.

(3) In this regulation—

“protective headgear” means a helmet which—
(a) either—
(i) bears a marking applied by its manufacturer indicating compliance with the specifications contained in one of the British Standards (whether or not as modified by any amendment) mentioned in Schedule 2 to these Regulations; or
(ii)is of a type manufactured for use by persons on motor cycles which by virtue of its shape, material and construction could reasonably be expected to afford to the wearer a degree of protection from accidental injury similar to or greater than that provided by a helmet of a type prescribed by regulation 5;

(c)is securely fastened to the head by means of straps provided for that purpose;

Prescribed types of recommended helmet

5.—(1) The types of helmet hereby prescribed as types of helmet recommended as affording protection to persons on or in motor cycles from injury in the event of an accident are helmets which as regards their shape, construction and other qualities conform—

(a)with British Standard 6658:1985 as amended by Amendment Slip number 1 published on 28th February 1986 and are marked with the number of that standard, or

(b)with any other standard accepted by an EEA State which offers in use equivalent levels of safety, suitability and fitness for purpose and are marked with a mark to indicate that standard,

and in either case are marked with an approved certification mark of an approved body (whether or not they are required to be so marked by the standard in point).

If I saw an ostensible adult putting a child in that seat for realsies, helmet or otherwise, I'd be minded to dial 999, and sit on his head, not necessarily in that order.

I can't see how anyone would be daft enough to do it though, even a pedboi.

Just to be sure, go and knock on some doors and ask. Say that The Internets sent you. Wink

And if things never changed from when we were babies, we'd still be using rocks for pillows and throwing poo at our own shadows. You know, like in Grimsby.

That can't be real, far more likely they are just transporting the seat.

If I was transporting the seat I'd use bungees, not cable ties.

Isn't there something strapped in the seat, maybe the seat is just for transporting whatever that is?
My topbox is held on using part of a kitchen sink as a base plate and with some cable ties! it must be a vespa thing Smile Although I've never used it to transport any kids yet.

Edit- Its not actually a Vespa is it? Confused looks like one of those aprilia scooters.

Maybe it belongs to a "special" person who wants to take their teddy bear along with them?
