Trouble with an Avatar

Can any body help me get this picture up as my Avatar please? as I am not very good with PC stuff!

I`m doing something wrong or going to the wrong place as I cant seem to find the Avatar stuff?

Click on the 'My Profile' link up in the top right corner.

Scroll right down to the bottom to the 'Avatar Control Panel' section.

Enter the URL of the image (https://i158.photobucket.com/albums/t87/pepperami_photos/pepper.jpg) into the 'Link to off-site Avatar' section.

Click 'Submit'.

Should be done.

For some reason it wont let me make it and all I get is a tiny square with a red x in it.
