not sure on what the problem is but to help those more intelligent than I...
1) How does the engine cough out? You said it coughs and splutters so it's not sudden. Does it lose power, gain a tiny bit of power again then coughs out?
2) Someone pushed over your bike, was it on its side for long or just a moment upside down?
3) Any problems you were aware of before this coughing out started happening? Sure it started when the bike got tipped over or could it be something else that caused this?

Remember fuel, air, spark and compression...
Get those right and it'll run...
You've probably got compression so we'll ignore that...
First check your fuel feeds, blocked hoses, vacuum tap? (this can be a pain), filter change etc... I'd guess your getting too much/little fuel hence your mechanic friend cleaning carbs and changing the choke...
Then Check your air - filter blockage or bad mix... Also if you have a leak in the inlet between the carb and the engine it wouldn't do your mix much good
Then spark, if you get a good spark then you should be OK - although checking the tightness of connections is always good (saved me the other day when my dragstar did the very same thing - turned out I had a loose HT lead and only running on one pot). Pop out the spark plug and place it in the HT lead, then trun the engine over holding the plug against the cylinder head... You should see a nice fat blue spark! PS don't hold it with bare hands make you tingle funny!
If its a 4 stroke, change to oil.... If its a two stroke clean out the exhaust...
If you have spark, fuels flowing and its breathing right it should run fine, ita actually a very simple process that just looks complicated! ____________________ ---------------------------------------------------------------------------------------------------------------
