Tick over when Idle, possible air filter problem?

Hey guys.
For the past month or so, I've been having problems with the bike ticking over / idling. It's always started up first time, and ticked over fine until recently. When I initially start the bike up, it will tick over for about 15 seconds, with some choke, then it will cut out.
I even have the same problem after riding fast, say i've been doing 60mph then come to a stop at a junction, the engine will begin to cut out.

Anyway, today I took the air filter out of the airbox, started the bike up, and it ticked over perfectly... Just to be sure the air filter was the problem, I put the filter back in, and started the bike again, it died.

Could it be that the air filter is restricting the airflow and causing the bike to cut out at low revs? is that possible?
The filter isn't exactly dirty, so I can't work this out.

Any help would be excellent.

What's your engine idle speed with the air filter in?
Could need adjusting

With the filter out, it was idling at about 2k revs, and with the filter in, around 1.5k dropping down to 1k give or take. I've tried adjusting it with the mixture screw etc, but it either revs to high or to low. It would appear that the perfect balance was without the filter. Maybe a new filter or something? I don't know.

either try cleaning the filter or just replace it sounds like the air filter is clogged
