What we can't see from the photo, and would definately cause someone to tell you your trousers are too tight, is if you have a prominent testicle cameltoe. If so, yes they are too tight!

The one thing that saves you is that you wear them at the right height and with a belt. I can't stand going to college at the moment and seeing kids dressed in skinny jeans with a little pale ass covered with some polka dot cotton boxers.

Men's legs have an awful looking shape about them in tighter than average cut jeans. They even make womens legs look shit sometimes.
