Just for the record, it doesnt need to be tight.
It needs to be just nipped up enough that the headstock can turn freely without any notchiness.
Doing it up tight will cause it to be notchy, and fail an MOT.

I've always managed just fine with a pair of grips, or hammer/punch to undo it.
And I usually just do them up hand tight, as the top yoke, and top nut clamp down onto it anyway, stopping it going anywhere.

But the answer to your question, the tool you are thinking of, is a C-spanner.

hahadumball.

Seriously though what you are after is a c spanner.

Be careful not to overtighten the nut though as you will damage the bearings.

Do it up hand tight.

With the front wheel off the ground, grab either side of the front wheel and try and rock it back and forwards. If there is any play in the headstock tap it round a bit more with screwdriver.

Do not over tighten.
