I recently bought a scooter from a friend as a project, He was caught riding without L plates and was issued a Fixed Penalty Notice, ya standard £60 + 3 points deal. He failed to take his provisional licence + papers to the police station in the specified time (7 days), when she finally got round to it they said that they could no longer handle it from there, I'm unsure what they told him to do next, but as far as he's aware, they told him that he will be contacted at some point and may need to attend court? This was over 2 months ago, Does this only apply to him as a person and not the vehicle? because I don't know if I need to go to the police station and explain that I'm now the new owner, (V5C on it's way to DVLA).

Any advice will help cheers.

Nothing to do with you, and nothing you need to do.
