If your want to go private, which is usually the cheapest the best/most common places are:

-Ebay
-Gumtree
-MCN
-And obviously here, go to "Market place" i think its called.

Then there's dealers but don't expect the same price from a deeler.

Cheapest price for those can be had round the back of any sink estate pub, if you don't want to be bothered with things like V5s and keys.

Other than that, Gumtree, eBay, local classified ads, as noted.

How new are you? You know that you'll need to pass CBT, theory and module 1 & 2 tests and get at least a restricted A<=25kW license to ride a 250, yes?

OK, then something else to be aware of (and then ignore, like everyone else does) is that you're also limited to 0.16kW/kg (wet but excluding luggage and tools), and some offroad stylee bikes can fall foul of that.

I recall an article about licensing in RiDE giving an example of such a bike as one that could be ridden on an A<=25kW license. Doh!
