50cc engine cut out multiple times.

I have a 2010 50cc tao tao moped. I don't quiet understand why this engine was completely rebuilt and then given away in a raffle and i acquired it. The Scooter now has 1.5k on it and once i start the engine it cuts out numerous times and wont run well till i go down hill. It is also having problems going up hill and usually cant push me up it. Someone previously told me to change the oil in it so i did and im still experiencing problems. Any help would be grateful!!

what condition is the plug in? Could indicate a mixture problem.

I'm actually having a huge dilemma finding the spark plug. If you know about where it is it might help me find it. And if you haven't noticed I'm not the best mechanic

is this a 2 stroker? You got 2 stroke oil in there?
