running rich on tick over running lean i think when rideing

If I leave my bike on tick over it runs rich fouling plugs but when I ride and do plug chop it runs lean .could this be caused by poor adjusted points?

What bike?
also, at what speeds do you notice its running lean?

I know its a bit of a ballache setting up the air/fuel mix on a bike that uses some sort of ram air while the bike is at a stand still.

It's a 6 volt benly .carb has been replaced to try cure air mix is at 2 turns bout 40 atguess but when I leave to tic over it runs rich if I leave it long anougth it will fowl plug and start to back fire

I don't think it is no smoke ? Havnt done air filter . But done every thing else including comp test
