ignition lights but not much else

hi brought a zxr 400 on ebay ofter day for a bargin aparently was fine and running a year ago but had dead battery so sold as non runner . 
so got it into the shed hooked up battery but of corse its never that simple which i always expect when buying bikes like this but this ones got me baffled

so turn on ignition and have lights on dash head lights tail horn but nothing else press starter but nothing so by pass starter relay and starter motor works so check to see if i have a spark at the plugs and nothing then all so realise it has a fule pump that isent trying to pressurize. 
if any one has any idea what could cause all 3 of these not to work id be very greatful as i thought i knew my way around a bike but im totaly puzzled 

 also has a good battery on it kill switch and starter switch are functioning but only 3.6v behind them which seems wrong and none of the conectors to the starter relay show any change in voltage when pressing start button so im guessing resisance or ignition issue but checked all conections and all looks fine

So is this a brand new battery ?
What does it read, and what does it drop to when cranking over ?

Fuses Ok.

Any relays in line that may power fuel pump etc.

Start metering from battery along path of wirs checking every connector.
Might be worth cleaning them up as you go as well if you are getting such a drop at switches.

hi thanks for the reply yer the battery is a couple of months old niked off another bike its more than capeable tho reads 12v
it does have a fule pump relay and im getting littel if any volts showing on any of the 4 wires there like 0.1
intrestingly when the kill switch is in the off posion the incoming is 12v but as soon as u switch it on it drops to 2.8 i donno if this would point to the problem

oh yer and checked all fuses

after alot of wire following it seamed to lead back to the ignitor eventurly so disconected out of interest and all of a sudden i have a 12v circuit so iv orded another one hopfuly it is the problem.
surprised that these faults could be caused by that as i thought it just controled the spark but clearly does a lil more
