Had this same issue with my NSR Fork's but all the spring and the tube ( if you have one ) put the top back on the fork, all the way in as far as it will go, get a impact gun and slowly blip the gun and it should come out.
if that doesnt work if you have some sort of pole and put it down to stop it spinning
