I found that hard to believe but it's on their site.
What are they really up to.

They Cant stop someone sending the change of keepers section off with a fictitious name and address as far as i,m aware.

I dunno doggone, I'm no fan of the DVLA and HMGovt's attitude towards road tax payers in general, but I'm having a hard time seeing a nefarious reason for changing the colour of the paper used in your license document.

I may have our resident security guy scan the red one I received for my "new" car for smartwater, RFID tags, etc though...!

Far more inclined to believe the initial explanation of gross frickin' incompetence as suggested by soforene, really. The whole organisation appears to be staffed and managed by monkeys.

It's no more than what they do with the tax discs btw - just change the colour of the backing paper each year so any theft of unprinted blanks only causes a short term problem...

What good would sending off the thing with a fictitious address do you though? I wouldn't buy a car or bike without a complete registration document, and you'd have to put the right one on to get yours. Plus as everything's electronic and cross-checked these days it'd be pretty easy to find out if the address you gave them for the V5C matched any of the others you've given for insurance, utilities, council tax, electoral roll, bank account, etc, if you've ever had any official or commercial dealings where your postal address was required.

How much for a new V5?? I'm still waiting for last owner to send me the original. Getting fed up. Can I apply for one??

I believe the DVLA say to wait 6 weeks for your V5. If by then you still haven't received it you can apply for one free of charge by sending off a form (v62 I think) with the new keeper supplement you got when you bought the vehicle.

I now send everything to any government department by 1st class recorded delivery. It costs £0.77p more but worth it as you know they've got it Smile

As sickpup discovered, they'll still cheerfully state "But we have no record of receipt, now send us the original." / "But I just did..." / "But we have no record of receipt, now send us the original." [ad infinitum]

You've lost me. Recorded delivery gives a a signed recording that delivery has been made (providing the post office get it signed the right way up).

This serves as proof that delivery has been made in UK court of law, in disputes with HMRC and Companies House in regard to late filing penalties and probably many other scenarios.

I am not aware what the example is you are giving and saying "it didn't hold up in court" but probably also proves that a signed for delivery shows thats a person had fulfilled their obligations.

In short if you have proof of delivery then regardless if a government agency says they didn't receive something, you would have no case to answer as their argument is negated Smile

What a load of bollocks. I've got a (new) red one anyway, because I've moved house in the last 6 months so when they changed my address they sent a new one back.

Why not just send a new one out only when they receive an old one back (for sale of car/change of address etc) in all cases, .

I already thought it was perfectly clear that the V5 isn't proof of ownership, as it specifically says on the front of the old one "THIS DOCUMENT IS NOT PROOF OF OWNERSHIP". It just says it bigger on the new ones.

FTFY. Actually, it's up to them to show beyond reasonable doubt that you hadn't caused it to be delivered via the Royal Fail, which they essentially can't do[1]. Cheers, Interpretations Act!

Sorry, I was unclear, sickpup prevailed in a court case with the DVLA on that point, but he had to take it all the way to court, so don't expect having proof of postage or even delivery to suffice to make them see reason. Computer Says No.

[1] DANGER, WILL ROBINSON: RTA 1988 144B (9) attempts to do an end run around the Interpretations Act by requiring evidence for any defence against the new continuous insurance offence. I believe that's currently untested, they haven't chosen to prosecute me (yet).

Yup, you'll get a red one through the door eventually. Bear in mind that its the DVLA, so be sure to check that your blue Yamaha 600 hasn't suddenly become a yellow Honda 1000 though.

Hi all .. Newbie to the forum here.
Quick question, if any one can answer it would be grateful.
I have been on a RTW trip for the last 3 and a half years and due to the very understanding and helpful DVLA Thumbs Down I have had to SORN the bike online.
Now we are back ... I have insurance and an MOT Cert. I have just tried to tax the bike online but their system is telling me I have entered the wrong Document Reference Number from my V5c.
I have checked the Vehicle information section on DVLA's website and there is no record shown for "Date of last issue of V5"
So the question is - would DVLA have sent a new style V5 to my home address when I last SORN'd the bike in Sept 2011 or could it be in the process of being changed now?

Proof of posting is free. Just hand in your letter and ask for proof of posting. The Post Office will hand you a bill with the addressee written on it. That means you have done your bit.

i tried to tax my bike also and said the log book info was incorrect... luckily for my new V5 on Sat Very Happy so happy bunny... just need to get these stitches out so i can ride..
