Log book and Engine Numbers ?

After buying the bike a month ago the seller told me he would send the log book of for me.

I still have not recieved it so he either never sent it or the dvla are taking their time.

What action can I take to get it as cheap as possible as I been told it will cost me £25.

I have the green slip so should I send that of with a covering letter explaining what the situation is and see if I can get it for free

Why do sellers do this as it only costs the price of a stamp and I think if I buy anything else I will insist on sending the log book of myself so I know its been done.

Also he had to change the engine so the numbers are different. Should I wait for the log book and then resend it of telling them about the engine change or do it with my covering letter above sort of two birds one stone?

I have been told that I will need to provide proof of where the replacement engine came from which I cant as the seller wont answer his phone or reply to text messages so Iim stumped as to what to do?

Phone the DVLA first. It took me over two months to get a V5 once because the DVLA took their sweet time.

send green slip with this filled in and bobs your uncle, they will send the previouse owner a letter asking if he accepts your apply ofr v5 if he doesnt reply after 7 days they issue you with new v5.
