I parked my motorcycle next to a cycle rack in Jordan well, Coventry today. Not causing an obstruction, or hindering anyone in access to the university,crossings or other buildings. And at 0949 I was ticketed by a council enforcement officer.

It's a Coventry city council notice. What, if anything, can I do to appeal/evade paying this penalty charge?

You can appeal it. If you can find grounds to apeal.

Do not ignore it. if it was actually issued by the council, it can be enforced.

Looking at your picture. My first stop would be the land registry to see if where you were parked actually comes under the jurisdiction of the council at all. If it's private property rather than part of the highway, they can fuck off.

If it's part of the highway and has the correct road markings/signage restricting parking at the roadside adjacent to where you are parked, you're bang to rights. (parking restrictions apply for the full width of the highway, including pavement.).

That said. I see no double yellows, road or kerb markings at all. What was preventing you parking on the road nearest to where you were actually parked?

A very busy bus route and careless/cavalier attitudes of the drivers... Funnily enough there were cars parked on the path in the background left of the picture (under the tree, another bicycle parking fixture) that weren't ticketed!

I meant was there anything (signage, road markings etc) preventing you parking on the roadside. If you parked a car there, would you have been parked illegally?

The thing is, they have ticketed you for parking where a parking restriction is in place. That would be whatever restriction is applicable for the piece of road you are parked next to and it applies to the adjacent pavement too.

They could do you for parking on a pavement but that's not what they ticketed you for. If it's not illegal to park on that piece of road, you appeal on the basis that you were not, as the ticket states, parked in a restricted street.

There are no lines but marked bays 25 yards either side, with "parking permitted in marked bays only" signed with a 1 hr time limit on them... As it stands I might just pay it and have to be more inconspicuous with my future parking...

I genuinely though you were able to park on that part? That's the impression that I got walking past there.

Looks very similar to the park near the ice-skating place/ikea as well where I've seen bikes parked often.

Ask Coventry council to see the Traffic Order (if any) restricting parking on that road. Just putting up signs means nothing. And as stinkwheel says, ask them for the evidence that the ground you're parked on belongs to them. They're the ones making the claim, make them work for it.

Get your appeal in early, if if you're stitched up you'll still only end up paying the same amount, and you can cost them a fair bit by making them play by the rules.

Seen as there are marked bays to either side of where I parked the bike, and directly opposite the bike I would assume that they intend it to mean the land I parked on despite the fact my motorcycle was occupying a valid space in the bicycle section...

so if the council doesnt own that land or legally cant enforce tickets on that spot, you've basically just said "here, go bully others who part their motorcycle there"

on the other hand, could be the total opposite and they legally had grounds to persue the ticket.

???? You've already paid it? 3 days after getting it?

You folded quick, always appeal against tickets if nothing else it give you time to consider your options, if you get rejected you can always appeal to The Parking and Traffic Appeals Service.

new layout there , they are keen as hell there especially when not parking in the bays Thumbs Down

We have far too many wardens in Cov who have a bee in their bonnet about parking in certain places....
