Simple answer: Yes!
The DSA have a duty of care to you, their examiners and other road users so they will not go out in conditions that could jeopardise this. The tests are also supposed to be fair and taking you out to perform in 8" of standing water probably isn't  |

I agree that it might be cancelled, but consider it a load of rot, since deep water questions are in the theory, and the conditions aren't unusual for where and when you're riding.
Recall that I got my license by riding to the test centre in a blizzard, and like cock was I going to be fobbed off with "Ooh, but the conditions" after already demonstrating that I could deal with them. The examiner followed in his lah-de-dah car, that was fine with me. ____________________ Biking is 1/20th as dangerous as horse riding.
