No.
Provisional licece entitlement is only valid in the local region of your issuing licence.
UK Learner entitlement is then provided by a UK licence. If you dont have a UK Licence then you will have to obtain one, by being qualifying UK resident, before you can do CBT and ride a 125 on L's, and take tests for full UK licence.....
The car entitlement provided by your foreign licence, has probably expired if you qualify for a UK one.....
UK recognise some non EU licences, such as USA Canada South Africa etc, BUT only provide 'Visitor' entitlemet, which for up to 6 months, I believe in any one year, NOT six months in the country, so if you pop over to Ireland or France for a day or go home for a week, the clock doesn't gets re-started. 6 months in total in any one year, no matter how many periods out of the country, entitlement lapses you need to get a UK licence in that time, or you cant drive here.
Whether You can gain Full UK car licence entitlement 'by transfer or surrender' is another question.
Depending where issued, you may get visitor entitlement, but not automatic surrender entitlement, and could have to do a UK Driving test for UK entitlement.
But then you may only get a UK licence by surrendering your forreign one, so you would have to re-apply for forreign licence if you return, or drive on UK or international while there; or you may be able to get transfer that allows you to keep both.
Contact DVLA or see DVLA website, for the finer detail, and may need e-mail or phone call depending on your circumstances.
But answer to OP is, No, UK provisional entitlement awarded only for UK provisional licence. You need a UK Licence to ride a 125 here on L-Plates. My French friend has just contacted a place about doing her CBT. She needed to get a UK driving licence before they let her complete her CBT, she sent the relevant forms off to the DVLA and was issued with a UK driving licence within a couple of weeks  ____________________ What would you do in life, if you knew you could not fail?
Currently own - Fazer 600, 2000, Red. (But no riding as baby on board atm) |

Law is if you're over 12 months of UK residency then you need to apply for a uk provisional licence.
Some info here about what it will cost you etc

It's £50
https://www.gov.uk/apply-first-provisional-driving-licence
Now apply for a car provisional licence and MAKE SURE YOU TICK THE I WANT TO RIDE A MOTORBIKE CATERGORY, you need to tick this box so you have the motorcycle provisional catergory on your licence  ____________________ Stinkwheel: You have no right to free speech

I've heard of other ways around it. Some non EU countries (such as Japan) have licenses that can be transferred into the UK, as can most (all?) of the EU. Some of these countries allow licenses from yet a greater selection of countries so I've heard it's not illegal to do a country hopping transfer. Although watchdog were quite irate about it and maybe the rules have changed since then. ____________________ current: ducati monster 750
